In the book of Numbers, chapter 22, we can find that the story begins with the king of Moab, whose name is Balak. This king saw the Israelites camped near his territory and feared their numbers and the recent victories of the Amorites. Now, this king sent a messenger to the elders of Balaam, asking him to curse the Israelites.
But God did not allow Balaam to curse the Israelites. God shows His sovereign power that He is in control, and Balaam cannot win His way because God is in control.
